How do I apply the Shading effect from settings tab without applying that shading to the outline of the vector layer? I want to apply the shading to the "fill" area only.

Shape effects are applied at the shape where you apply it by selecting the effect on the drop down menu at the Style panel. If the drop down menu is under the Fill section of the Style panel then it is applied on the Fill. If you choose the drop down menu form the Stroke it is applied to the stroke.
You need to check "Advanced" on the Style panel to see them.
Do not confuse with Layer Shading, that will apply on the whole layer on all its shapes (fills and strokes).
