How Do I Do A Scrolling Background?

I'm a beginner at ASP and wanted to know how do I animate a scrolling background, like if I had a bus going down the street, and the buildings were moving along? Do I need to make the background repeat? Not sure on how to accomplish this. Any help would be appreciated. Thanks.
