Can't seem to change layer visibility during an animation

Is there a way to tell a layer to become visible or invisible on particular frames during an animation? On the vector layers I can't just create keyframes without actually editing the object and just turning the layers on and off changes it for the whole animation, but I just need it in certain segments.

Any help would be great
