Has anyone ever lost the ability to bind points?

I am trying to bind points to a bone but when I select the bone the option to bind points does not come up. It remains UN-editable. How do I get it back?

First, select the vector layer with the points you want to bind (the vector layer should be the child of the bone). Second, release the layer by going to the menu, Bone->Release Layer.

The bind points button should be enabled then. Use alt-click to select the bone, shift-select the points you want to bind, then spacebar or click Bind Points button on the option bar at the top.
