How exactly do you set up a cartoon in here?

I am new to animating and I am wondering if anyone knows a tutorial or any info on how exactly you set up a cartoon on here.

For example, lets say for the first 15 seconds I want the viewer to see a person standing in front of a window. The next 10 seconds I want them to see a different person in front of a fireplace, then that person goes outside.
Or I want to show two people talking, but I want the viewer to see only who is speaking at that time.

Do you make all these scenes separate and export them and then link all the tons of exports you would have and turn that into the cartoon? I am not sure if I am explaining this correctly as I am not sure quite how to describe my question. If you have any info on how you actually set up your cartoon when its switching views/characters it would be so very greatly appreciated!!!

Separate scenes, preferably rendered to loss-less format and then you use a montage software like windows movie maker to put the scenes together.

it occured to me that once each scene is rendered, there's no reason why you couldn't use AS to composit the clips back together - just import the video clips and edit them like you would anything in AS...

Yes, You can use opacity to make basic fade in and out and other types of slide in transitions and You can add sound as well.
