How to change rotation pivot in edit mode?

I need to do this in edit mode with AS 7.1:

You can't. But you can use the set origin in the layer tools (shortcut 0) and rotate the entire layer. Obviously in the layer there should be only the rectangle.

Fazek's rotation points tool is able to change the pivot. Search for it on forum.
