Is it at all possible to have an image sequence cycle, in an endless loop and have the cycle be affected by bones / bending?

You have to separate timelines if you want to do that.

You can have some bones of a character move in a cycle, yet other bones of the same character do something different. But you can NOT move a bone which is part of the cycle because any key of a cycled element will stop the cycle.

If you will mke something like a guy who walks and move hands, you can cycle only the leg bones, in this way you can move the arm bones without stopping the walk cycle.
Be sure of it using the "Select keyed bones" tool, it will show you which bone are used in the frames.

I'm not sure if this is helpful, but switch layers can have bones. So just put your images on the switch, make the cycle and add a couple bones, they will affect whatever be directly inside the switch, just like a bone layer.
