How do i get phonemes to start working at a different frame?

sorry if this is in the tutorials and i if i didnt do it thoroughly enough but... i have phonemes from papagayo right? i want the mouth to start animating aka talking at a certain frame say frame 24. but when i set the switch layer's source data to the papagayo dat.file it the phonemes are starting ...

how i did it

i just rearranged the layers
Before:
Head
Mouth

After:
Mouth
Head

that fixed my problem

Here's my problem: I have a mouth layer right? Then i try putting it on a head layer and it disappears behind it. Also if i have the head layer and try to put it on a background layer it also disappears behind it. Is that enough info? Or do you need a little more?

How Do I put one layer on top of another?

For example: If i want to show a character on a background how do i make it so the Character actually shows up on the render preview.


Like when i put a circle on the Forest background and color it blue and then press render its not there :?
Any idea how to fix this?
