An update... I received my Surface Pro and installed Manga Studio 5 on it, runs great. I installed Anime Studio Pro 9 on it, and alas when I try to run it I get an error stating:

"The application has failed to start because it's side by side configuration is incorrect"

I have absolutely zero idea what this means, or how to rectify.

A solution to have a good freehand tool, although AS is not too bad, it's to use an external vector drawing program (Illustrator, Inkskape...).
In my opinion, the best vector software is MAGIX Photo & Graphic Designer or Xara Designer Pro (the professionnal version of the first one).
Photo & Graphic Designer is not so expensive unlike the pro version or Illustrator for exemple, and it is a realy powerful software.

And for an alternative to the terrible price of the Wacom Cintiq, there is the Yiynova products who not cost 3 arms and 2 legs.
But personnaly i prefer the Wizaerd solution, to buy a Windows tablet with the Wacom technology Inside, although generally there is no management of the inclination.

AS is a realy unstable software i deplore, i have a lot of problems too but at least it starts.
Try to update to the latest version of AS to see if it can work, or go report your problem here : viewforum.php?f=2

I reached out to tech support, who helped me out. It turns out that for whatever reason, the 64bit version of the Microsoft Visual C++ runtimes didn't install. Once I manually downloaded and installed it, it started working.

Coming to grips with not using hotkeys (even though there's a keyboard, I'm using the tablet aspect moreso) is challenging, and the UI has some quirkiness as well that is challenging. Otherwise, things appear to be working ok for now.
