HI Thanks! it was the monitor scaling. It turns out that the scaling has to be identical on both monitors for the layer panel to work. i had my main at 150% (recommended) and my cintiq at 100% when i switched main to 100% (interface became tiny) but Moho worked on the cintiq Then tried both at 150% ...

yes, its not actual targeting, but a workaround where you let an extra bone on the bottom character control the nested bonegroup of the top character.
its not as flexible as having target bones in the bottomcharacter would be, but as a workaround it worked.
