No New layer Bug?

Does anyone else have an issue where you can't create a new vector layer unless you restart the program?..
It will let me make one new one,.. then after that, the option is greyed out until I restart (as well as many other types of layers.

If you're not on frame zero and have drawing tools enabled only for frame zero, it won't let you create new assets.

Yes, it happens that the buttons in the layers window stop working, but the drop-down menu helps if you right-click on the layers.
It also happens that the actions window begins to behave in much the same way , this is already treated by closing and opening the actions window
