Background Cycling Problem

I am using AS8.2 Pro. I am trying to have a moving background behind my main characters. Using crude telegraph poles I have experimented with cycling but have encountered a problem I cannot seem to solve.
I have prepared a pared down version of my files which includes a screenshot of the timeline, a MOV file showing the problem, and have now added an .anme file.
The MOV file shows that at the end of each cycle, the image stops momemntarily for one frame. I cannot achieve continuous motion despite many attempts.
At first I thought it was the pitch between adjacent telegraph poles, but adjusting this did not stop the momentary pause.
Can you offer a solution that I can use in this and future projects involving moving backgrounds ?
