I am working on a new animation.
The switch layer seems to start at the widest mouth. The order is widest top to closed bottom. The sync seems ok but the silences are mouth fully open. I have not had this happen before. Any ideas? I have tried deleting the soundtrack and the default display mouth for the switch layer is wide open. :?

I have either the same or a very similar problem. Before the audio starts playing the mouth is fully open, then during the audio it works just fine, then after the audio the mouth is closed, until the clip repeats and the mouth goes back to full open. I assume you are using the volume version of the lipsync?

If it's only before and after the sound, just edit the corresponding keyframe manually.

It's not for just one frame though. It's as if either before or after the audio the default or rest position becomes open and not closed. Even in the tutorial if you follow all of the directions but give a little bit of time before the audio begins you will notice that the mouth is open from frame 0 until it begins to talk.

Hold key frames are your answer.

Copy the key frame at 0 and paste it at one frame before the lip sync starts. AS does not know you want every thing to stay dormant from frame one until the sync starts. You have to tell AS to hold the pose from frame 0 until the 1st frame the lip sync starts.
