Using video as a guide

Hello everyone! I'm a broadcast designer and I haven't actually used Anime Studio pro yet, however I need animation for an up-coming project and I love the features and interface of Anime Studio Pro. I am not a great animator though and I was wondering can I use DV video on a sub layer as guide and have my vector graphics on a layer above?
