Add the jpg as an image layer. Add a vector layer for the outline, add more layers if you need to add some details. Recreating a decent statue of liberty was much easier tracing it.

Using google images you can find a picture of almost anything in a hurry. I am an admitted wrotten artist, but doing a trace then using the magnet to reshape works wonders.
