Multiple layers or point animation ?

I've planned to make an action that will features a method of animation that i've discovered on the Net: This technique is to go to start with frame 1 with a multiple-part character ( like something like this : http://img234.imageshack.us/my.php?image=bear6dp.jpg ) then go to frame 2 move a little bit the multiple parts and repeat the process to create somekind of frames by frames movie.
But this movie would probably be a Flash movie, so i need to make my movie the smaller possible. So wich techniques i should use to make it the smaller ?
1. Multiples optimized layers ( something like 15 only for the character in example above ).
2. One big point-animation layer non-optimised ?
