Is there a way to keep the brush strokes from being animated? I like the option of them being animated but, it'd be nice to be able to turn it off, too. Perhaps it's just a switch that I'm just not seeing.

Yes, in the brush dialog, turn on "Minimize frame-to-frame randomness".
