Is there a way to animate using the follow path tool, so that different liquid shapes on the same layer follow different paths? Hypothetical question, but could be used to create neat effects...

No, since follow path works for the entire layer, there's no way to have liquid shapes on the same layer follow different paths.

But you can make a single path cross over itself and loop. In this case, liquid shapes would interact as they follow a crisscrossing path.
