Hi,
I’m seriously thinking about buying Moho. I’d like to find out something first. Can you paint a background in Moho from start to finish? Does Moho have painting tools? I know you can import a layered PSD file, but I’m asking about creating it entirely inside Moho.

Yes, you can, but it's 100% vector tools, so there might be a learning curve if you're use to raster painting.
Some people who work in Moho still prefer to import raster art, but many create everything in Moho.

Yep, with the new brush tools you can paint backgrounds. If you need a full set of painting tools, ArtRage is really nice and can export layered PSD files which can be imported in Moho with layers and all.

You won't regret buying it. Moho is a vector-based animation software but I also find it very powerful in my PSD animation. It has everything that we, animators, feel that it should have in the software.

This completely depends on your taste and style. If I want really painterly BGs, I'd use a pixel-based program like TVPaint. If I need simple BGs with flat colours or gradients, I can use Moho.
