Anime Smear using Noise

So I just saw Mccoy Buck's method of creating smears for his characters and it looks great for classic cartoons but anime creators like me have other ideas. We have options like Noisy outlines and fills but what if we are able to modify the noise being applied?

In DaVinci Resolve I create smears by displacing the image. I achieve this by using a Displace node that's driven by a Fast Noise node.

I change the settings of the Noise in a way that makes sense with the movement of my character. In this case, I increase the X scale of the noise to make the image look like this:

This makes it look like my character is going to blitz along the Y axis if that makes sense. Of course I could change this with the other settings of the noise node. I could change the Angle parameter to rotate the angle of the smear or the direction of the movement.

I feel like the feature is lowkey already in Moho right there when you double click a layer, go to Vectors Tab, then Noise settings. I just want to be able to modify that noise.
