Closed Captions

Does anyone know how to add closed captions (w/o using a service or buying an encoder and such)?
There's some great info here:

...but it's pretty involved and time consuming and I haven't finished
my first run of it so I'm not sure it will even work for me.
I've found things to do subtitles, but I need captions for TV.
Any thoughts/resources wd be appreciated. Thanks!
