How do I export an action as an animation?

So I have an animation in a smart action, is it possible to export it as a gif or mp4?

Apply the Action to the Mainline, and then render the Mainline.
You can use Export Animation or Moho Exporter to render out a GIF or MP4.
FYI, I prefer Moho Exporter because it lets me save a profile with the output location which I can reuse it later. (Plus Moho Exporter has a bunch of other features useful for compositing.)
If you want to display the Moho UI while the animation plays, you'll need a screen capture program for that.

Sorry, I see you mean Smart Bone Action. My instructions above are for Regular and Morph Actions.
A Smart Bone Action is meant to be driven by the bone you applied it to. To play it back on the Mainline exactly as it appears inside the action, animate the rotation of your Smart bone for the same duration you animated in the Smart Bone Action, and set the keys for the Smart Bone to Linear.
I don't think you can render from inside the Action, not final quality anyway. Export Animation and Moho Exporter render from the Mainline only. If you just need an animated preview of the Action, you can record that using Preview Animation from inside the Action (Regular, Morph, or Smart Bone).
