Image layers exist in 3D space the same as vector layers. Can you explain better what you're trying to do?

The quick way to check is to switch to Orbit view; then you will see the layer and the camera in 3D space. You can even manipulate the image layer (or the camera) in 3D from this view using the Transform tool. Tip: Set up two views, one for camera and one for orbit. This way, you an see what your change look like from both views at once. Unfortunate catch: both views will not update simultaneously; you need to release the mouse to see the second view updates. It's not a deal killer, just a little annoying.

If the image is absolutely not working in 3D no matter what you do, you probably enabled Immune To Camera for the layer. Disable that and it should be fine.
