How do I tell a smart action (bone), where I want it to go and attach it to a vector layer? Also, the action dissappears when switching to the vector layer. Check video below

The bone action would only be available when you've selected a bone layer. You have to bind the vector layer to the bone before you create any action.

Your Layer 3 group isn't inside the bone layer. If it were, you'd see a collapse/expand arrow on the layer, like you see on the group.
