Noisy Outlines - very strange problem (bug?)

I'm struggling with a very weird problem related to "noisy outlines".
When I render a single frame (CTRL-R) - it won't show up as animated.
Well - ok.
When I render a segment (QT movie) - it's not animated either...
But.... if i select (Render at half-dimension), then it's there!
Is it a bug ? Any idea why it would do that ?
