Is there a way to make Noisy Outlines for Text?

I'm trying to have text squiggle like the old Dr. Katz series.
I know how to do it with a vector layer but there's no option of it in the text layer.
I tried importing a png of the text and auto tracing it, but it looked bad.
Seems like there should be a simple way to do it.
