Who does know how to make this effect?

Hello everybody. I want to make anime effect to video like bellow
It's looks like drawing or trembling effect. And i have no idea how to make it.

one way is to have 2 or 3 nearly identical layers in a switch and cycle through them.
another is to use noisy keyframes
and I'm sure there are others ...

Vector layer settings > vectors > noisy outlines.

one more question, I turn on it in layer settings, but it's make only one first frame and it's frozen on the whole timeline. What do i do wrong?

oh sorry. I missed a "animated noise" checkbox. problem is sloved. Thank everyone who helped and for fast reply. You realy help me
