how to make walk a character who wears a tunic ? It seams difficult to make move the legs and the tunic..

you could add bones to the tunic as children of the backbone???

I suggest you make the legs as per normal, as if your character wasn't wearing a tunic. Add the tunic over the top and use the "move points" tool so that it always covers the legs.

Another solution is to create a separate bone layer for the tunic and bind the tunic to that bone layer. This way you can control the tunic independent of the body. But, like gavi dvan wrote, you can also use points animation to correct any unwanted movements of the tunic.
Of course, the tunic bone layer should be inside the body bone layer, so when you move it, the tunic moves along with it. Use a separate bone in the body bone layer and the Bind Layer tool to bind the bone layer containing the tunic, so you can use Offset Bones to put the tunic on top of the body. You need to offset the tunic in layer zero, otherwise the bones of the body will still warp the tunic. And use Region binding to keep the bones interaction with your artwork local.
