How do I go about creating a snout for a wolf that can move and make talk?

Sort of like Janja's mouth as shown above. If someone has any info on making animal mouths please let me know! I am a beginner, but I can figure directions out. Thank you

I am working on a dragon. I am a noob and having a lot of problems with proportions. Anyway here is my head (side view). It is vectors only.
