The Library importing by reference thing... is it used a lot? There's almost no documentation about it. I gave up on it finally and just saved my character as a .moho file, and imported that by reference. But the "reference" part isn't working. I will make a change to my source character, and it won't show up in the referenced version. Even if I close and re-open the referencing project, it does not go out and fetch the changed file over. The icon shows it as a referenced object. What am I doing wrong?

The arrow icon on the layer's type symbol will turn red if something has changed in the referenced file. You can then choose to right-click the layer and Update Layer Reference. The update is not automatic, because you may make changes to the current file you do not want overwritten by other changes to the original.
