Motion Blur question.

I don't know if this is a glitch or not, but if it isn't, I'm having trouble.
I applied motion blur to 3 layers within a bone layer with "sub-frame motion blur". Nothing happened. Then I unchecked "sub-frame motion blur", and it worked as I expected it to. Finally, I applied "sub-frame motion blur" for the whole layer, and it worked.
Is sub layer only supposed to work for only the animated layer? IF the layer is a child, and you move the parent, it seems "sub-frame motion blur" won't work unless you move the child. However, without sub-frame, it will work.
