Imported actions not found?

I didn't want to screw up my animation so I created an action in another file and exported it and then imported in my animation but on save the action disappears!? Re opening the file I get the message Not found but doesn't let me look for it just say OK.
This was a regular action - animating a sun rise changing color and size on a path with a little elastic at the end I can import it again but on save disappears again. Now after all that I can see the animation is actually still there even though the action is gone. I created the animation first and then copied and pasted it into the actions, don't know if that's why it acts the way it does. Is this normal or did I do something wrong?
