Red Dots on Vector Layers disabling binding

I have little red dots that seem to diasable my binding option tools.
how do i fix this?

Do you mean the red dots that can appear in the Layers panel? That just indicates a layer is 'optimized' for flash export, and it's not specifically related to the binding state of the layer. I know that doesn't help you but just saying the red dot isn't preventing binding.
The actual problem could have a number of causes.
First, just to get it out of the way, are you on the setup frame (0)? You can only use the binding tools on frame 0.
If that's not the problem, I'm guessing the layer is already bound by a method that may be preventing you from using another method. What binding method did you use previously? You can try the release commands in the Bones menu, or unselect all bones and choose different bone binding methods--this can set the binding to no specific bones so that it can be rebound.
If the layers are in a group, is the group layer bound to a bone? If so, this can prevent you from binding the contents of that group. To get around this, use the Layer Binding tool and click in an empty space. The releases the group layer. Now, you can select the contained layers and apply the desired binding methods. You can, of course, use different binding methods or different bone sets for any of the layers, and if you want to use the same binding and bones for all the layers, you can simply select all the layers and apply the binding to them in one command.
That's what I can think of off the top of my head. If that doesn't help, hopefully others will make more suggestions.

Or are the red dots those that appear when using a drawing tool rather than the point binding tool?
