Is there a way to resize a layer without it affecting the Z axis?
I know I can go in and change it manually afterwards but is there a way to avoid changing the value of Z while resizing layers?

I don't know, but I found a bug when trying!
If I select the Transform Layer (M) tool , set the Z: to 0 in the toolbar, then resize the layer by dragging the corner of the resize layer tool on the canvas, then the X,Y and Z show "-1.#IND" error. Clicking the reset button fixes this. (Anime Studio Pro 11.1 Windows)

Just to be clear... You are talking about the Transform Layer Tool (M), and the Z value in Scale ? (Not the Z value of Position)
Good question. I'm trying to understand why the Z value of Scale changes at all. It doesn't seem to affect the artwork or how the camera sees it. ie, I can't create a parallax effect by animating the Scale Z value.

Correct. I think it's only used when you create a 3D object (extrude).
(Just checked, I'm using 11.2 not 11.1)

Well..... That just makes entirely too much sense.
I guess my 2D bias is showing again... Carry on.
