Is there a way to get rid of white spots?

Hey, so I made my character and animation but it's full of white patches and spots... I got rid of them all on the first and last frames (took an hour or so) but the spots are still there throughout the animation. Is there anything I can do to get rid of them?

If you're meaning what I think you're meaning, ie the output of an mp4 video is spotty even at 100%. It has a lot to do with the colors you use. If you output to avi (windows) it's much nicer output. I don't know how to alter the codec for mp4.
