Smart bone problems usual occur when you have accidentally keyframed another bone in the smart bone action. That's the first thing I'd check. Unless you want the smart bone to control other bones, it should be the only bone keyed in the action.

I have two body turn action by the way one is turning left other is right. Both are changin position of bones. What is the term of another bone ? one in different bone layer or a different bones in same layer ?

It is possible. That's why I said, "Unless you want the smart bone to control other bones." Are you wanting the smart bone to control your problem target bone? If not, the target bone should not be keyed in the action.

Well it looks like your smart bone is in its default rotation (the angle at frame zero) at frame 42 in your action. If that is true, then your smart bone is applying animation to your target bone without being rotated on the mainline. To fix that, you'll probably need to copy the frame zero rotation of the smart bone to that frame in your action, and then keyframe where you want the target to be (again, probably copying its key from frame zero to that frame in the action).
