New layer causes problrm with depth with field/ Z-Postion

I was working on animation, I rigged a character, animated it and did changes with camera movemnt, aka making keyframes
But then I realized, it causes depth of field( which I'd didn't want), then I realized the Z-Postion is not zero..
So now when I make a new vector layer, I manually have to reset the Z-Postion of layer before drawing
I am not sure it's because I am accidentally pressing Shift+Z (Instead of Shift alone) when moving layers in a straight line....
What I am really asking, how do I make sure layers positions are 0 (Especially the Z-value)
