I think i figured out this guy's technique

I meant to comment earlier but, yes, it is very clever. Nice work Chunyang!
@djwaterman, here's what's going on:
There are three bones: a bone at the center (let's call it 'Stretchy',) and child bone ('Reachy') and an unparented goal bone ('Goalie').
Reachy has his Target bone constraint set to his friend Goalie, so he can't help reaching for him. Stretchy, being Reachy's parent, stretches as Reachy reaches out, but Reachy's distance is constrained by Stretchy's Maximum IK Stretching setting. The small circle is parented to Reachy so it moves with him, and the bigger circle is just a visual boundary--it doesn't have any actual effect on Reachy.
I think that's accurate--Sorry, I'm describing the setup from memory. Anyway, I hope this helps.

Cool Greenlaw. I just tried that out and it works like a charm. Very good, easy to follow explanation. I haven't worked too much with target bones, beyond the typical foot movement. So thanks for sharing.
Man there's so much in this software that it takes me forever just to get the basics. That's ok though. It's a lot of fun, it allows me to play in my creative side and continues to give me great appreciation for all you excellent animators.

Is that the same for the first file? There only appears to be one bone in that set up, or are they hidden?

Sorry, I don't have the files handy but I believe they're similar setups. Use the Show All Bones command to reveal any hidden bones.
I'll download the files again and take another look.

@Greenlaw's explanation is right ,just 3 bones do the work .
And file2 is similer to file1, file2 just show how the guy cover his technique (by use a new unparented bone to control the goal bone,and other bones are hidden.)
