Best way to do this...

I have been designing my character and before I start rigging him I have a few questions about best practices. I am designing (and rigging) the character with each leg and foot pointing in opposite directions.
1. I want to have my character walk on the screen from left to right. Both legs and feet will be pointing the same way (to the right). When he stops I want his right leg and foot to point the other direction (so each foot and leg and pointed in opposite directions). What is the best way to accomplish this?
2. I've checked but I couldn't find a tutorial on this. I have seen head turn stuff but not for legs. I'm also assuming that most directional changes of the character requires manually moving points in an action vs just flipping that body part? If you can just flip a leg (and foot) in an action, will the bones also be flipped?
Thanks and any other advice would be greatly welcome and appreciated
BTW, using ASPro 10

Sorry I created a video of the still image. I just couldn't figure out how to attach an image file
