Layer is disappearing when exporting - need help

I'm new to this. Not a professional, just an amateur and I cannot figure out what the issue is.

I'm using ASP 11, just bought it. I have an animation that's about 15 layers. Everything works fine, but when I export I lose a layer and unfortunately, its the dude's arm. I've deleted it, restarted the program. I've removed the arm, put it back, new bones, etc. If I don't add bones and don't animate. The arm will not disappear. Its seems to do this only when I animate. If I leave it alone. I've gotten it to work.

Then I deleted the arm, and started from scratch. These are images that I've assigned bones to. Now I can't seem to get the bones attached to the layer in addition to everything that's going on. And it only seems to be happening with this image. Very frustrating!!!

WTF am I doing wrong? Any help much appreciated.

Could you share your anime file online via Dropbox etc? You can get the best help that way generally.

Ah, you will need to zip up the folder with the pngs, it doesn't include them with the anime file.

you've set the Gov Right arm bone layer to "don't render this layer".. just uncheck that

But I swear on all things that are holy...I never checked that box. So not really sure how that happened. At least I know what to look for next time!
