This is a really nice feature. I had a character drawn in Photoshop and rigged it in AS. I wanted to add a new drawing to Hand swtich layer. So I went back in Photoshop, created a new layer in Hand group layer. I clicked on Refresh Media in AS but I got unexpected results. Is it possible to add new layers in the PSD file and the anme file gets updated accordingly? or should I manually Import it as a png layers and add it to my rig?

IMO the way that PS import works is in serious need of an enhancement -- it doesn't use layer names to associate AS layers with PS ones; just layer order in the PS file. If you change layer order / add layers / otherwise change the structure in PS then try to reload you get a total mess in AS... by far the best way is to make 100% sure you've finished with the PS work before importing -- then import -- then discover that missing layer -- then delete the import in AS and re-import from scratch... and only start animating when you're sure that whatever else can go wrong is fixable within the exact layer structure you have.
it might be possible to copy the keys from the "unexpected results" document into a new one with the right (i.e. updated PS / delete from AS / re-import) PS loaded and copy that group back into the original...

Hi hayasidist,
Thank you for your answer. I like to try that script but it says " you don't have access to this thread". Is it also posted somewhere else?

That's a script by SynthSin75 ... it's not generally available. You could always ask the author -- or, of course, join in 'over there'....
