Offset Bones Tool

Is "Offset Bones Tool" only in Pro 10 ? I have Studio 10 and cannot find this tool. I see on a tutorial that an image was separated using the offset bones tool then the bones were added.
According to the anime studio website, it's also in the debut version.

But there is a new feature called Flexi-Binding, that kind of replaces the off-set tool.
