Layer Creation Problems

Most of the time, I can only create Image, Note, Audio, and text layers. No matter which layer I select, this always occurs. Any help?

By defaul, to avoid some problems to users, AS only let you create layers in frame zero. You can change this in the preferences, just uncheck "Enable drawing tools only in frame 0".
