retiming question

My client wants to slow down some part of my current project. I just received a new VO which is slower.
I would have to adjust many keyframes for many elements + camera.
I saw there is a rescale keyframe tool but it's a little intimidating. I tried and checked "all document" but it didn't seem to work. Is there anything I should know for using this tool?
I am very tempted to just slow down the export in final cut but I risk getting jittery playback.
One idea would be to change my asp project setting to double the fps and then slowing down on final cut would work without defect.
I am more used to 25fps (in which case i'd change the settings to 50fps). Here I'm working with 23.96 fps. If you think this is a good idea, which frame rate should I change my asp project to? 48? 60?
