I need to practice my Lipsync work.
For that I need ( free ) English conversation with written script.

I clicked on the link and i got
Forbidden
You don't have permission to access /archives/2014-03 on this server.
Additionally, a 403 Forbidden error was encountered while trying to use an ErrorDocument to handle the request

Whoa! I just came back from that site and didn't have any problems...Try just
http://www.dailywav.com and see if you can navigate from there.

Just a query, if I use these voices in my animation won't they charge for copyright or should I have to take separate
permission for that?

Pretty much everything that is broadcast is copyrighted. The "29 second rule" is from Fisher vs. Dees but that involved comedy/parody, which is a legal use of the work. This ruling is often misinterpreted to mean anything under half a minute is acceptable. Not true! There is no catch-all magic time limit that you can stay under and be "off the hook" or say copyright laws don't apply.
There are plenty of other exceptions. In general, if it's for non-commercial personal use you can use any or all of it without breaking any rules. If it's for non-commercial public use (such as a church or school program), then you usually have to have permission to use the work.
If the material is going to be used for-profit, then you are really getting into murky legal waters. Even a 5 second clip (which might be sold as a cell ringtone, for example) requires clearance from (and usually payment to) the copyright holder.
Fair use is a very broadly defined legal term with a lot of loopholes, so it only follows that the application of it isn't so obvious. A good rule of thumb is if you are going to (A) make money off it, or (B) include it in a public presentation, then you probably need clearance no matter how little of it you will actually use. Companies have paid well into six figures to use just a few notes of popular songs in commercials.

Just want to show everyone my lipsync work. ( not commercial) I will upload some voices to youtube
i will use less then 29 seconds. And should I send a link to main provider site that I am using this for my lipsync excercise.
