I have to do a animation of a girl throwing a ribbon in the air and it flowing somewhat convincingly. I have tried using bones and physics. The physics looks alright except, it just falls. I need the physics to react to the movements of the girl who is not controlled by physics. But the physics layers seems to not be influenced by any movement at all. I have also tried bone dynamics but I can't get a realistic look of fabric with that.
Any ideas?

You might have to actually animate it.
Try recording someone doing what you intend - or look for an example on Youtube from right angle.
See how ribbon moves.

You could try doing something with Follow Path, or maybe animating stroke exposure movement.

Thank you! Stroke exposure works pretty well for this! I hadn't thought of it.

Here's a tutorial Selgin did a while ago that you may find helpful as well, he shows how to make a flag wave in the breeze in ASP.
