How can i get that 2 frame jitter moving effect and still animate bones

I think you are talking about the feature known in Moho as "noisy" outlines (and fills).

Go into the Layer Settings for all your vector layers, select the Vectors tab, and tick all the settings - Noisy outlines, Noisy fills, and Animated noise.

Is that what you were after?
