Audio sync/duplicate frames issue ASP 9

Hi folks. Long time no post.
So I created something in ASP 9, exported as QT movie, brought movie into Apple Motion, did stuff, exported, editing In Premiere. Everything looked okay, but I notice in Premiere, when I try to sync up my recorded voices with the lip movements, matching how I did it in ASP (putting the audio clips in premiere so that first sound = first lip movement, same way I have it arranged in ASP so no reason shouldn't be accurate), it's slightly off. Also noticed that in Premiere, I'm seeing some duplicate frames. Like, I will actually scroll through the timeline frame by frame watching the lips and see that sometimes the same image repeats before moving to the next. Can't think of why it would do this.
Everything should be 24fps (in video world it's 23.98). So Premiere sequence/timeline is 23.976 (really 23.98), Apple Motion settings were 23.98. Just noticed I had ASP set to 24, not realizing (since there's no drop down box with selectable framerates) you could even set it to 23.98 (you can. I manually entered it and it stuck next time I opened project settings). Is this the issue, do you think? It's not a long project by any means but framerates be cray cray don'tcha know.
