Please advise me how to make fishing string moves while throwing hook in a river. It is a fishing scene that I am developing. But got struck here.

Can't you find any reference footage on youtube? Or an instruction video on a fishing site?

I wanted idea to use bone constrain. I am also looking for reference in the youtube

Slowtiger suggests hand animating this, probably the best way to go for casting animation.
If you need some automated tertiary animation, for less exact and longer moments wher the rod and line just react to the anglers movements, these settings should help you get those.
