Video Editing Software Suggestions

I have a PC and I need to choose a video editor software to add to my rendering workflow. I've been using DVD flick and it's not enough or what I'm looking for. I've been seeing it's a popular technique to export from AS as .PNG files, then compile them in a video editor and then add the sound at that point, and I'd love to have the capability to do this. As I said, I run a PC which limits which ones I can use, and I'm on a budget (<$100 if possible). Does anyone have any suggestions for me as a good choice?

You should already have Windows Movie Maker(free.) If you have Vista or newer systems it will render in HD, where XP only has SD. For simple splicing videos it is simple and fast and has some limited FX. I use it for fast editing. For work that has many sound tracks and I want tons of transitions and video fx I use Sony Vegas or After effects.
